One idea might be that the paper pulley would be less likely to slip versus one made of metal (just a guess). Paper pulleys are really made of moreless layers of paper pressed together and then riveted. I have a paper pulley and a metal pulley. The metal pulley is larger in diameter than the paper pulley. Makes me wonder if the paper pulley was the standard pulley, and the metal pulley was for running a hammer mill or something (more so than something to do with years). I haven't had any trouble using the paper pulley or problems with it wearing out. Here's something about the paper pulley's though. They don't take much of that sitting out in the rain. Just a short couple or three years of that, and they won't be any good. You might watch out for deterioration when buying one.
