We have a Cub which we could not start. I fiddled around with everything. Finally, I got it to where it was stuck like you describe. I got a guy to rebuild the engine (okay, so I'm a moron and did not do it myself). The guy found a screw in one of the cylinders. Somehow there was a screw by a spark plug hole, and when I had the plug out it fell in. The engine could be turned a little each way just as you said about yours, and then it would stop dead.
