3204 Cat leaks

I have a 931B Cat loader with a rebuilt engine from a reputable shop. The engine has had to come out twice since the rebuild for warrantee. The first time was because the teeth on the oil pump broke. The second time because it was using too much oil. They took it apart and said the rings didn't seat. It didn't burn blue at all but went through oil like crazy. Even after close to 500 hours. Now it is going through oil again and I have a couple questions. I took the side cover off on the injection pump side and there is oil and/or diesel all over the side and even on the valve cover around where the breather mounts. My breather connects at the back closet to the seat. I started it and fluid was leaking from around the throttle shaft and the cover around the throttle shaft. It used to weep just enough to attract dirt but now has a steady drip.It looked like oil because it was dark. Would it be oil or diesel leaking from there? Why would there be a lot of oil around the breather connection? The belly pan is full of oil from the leaks. I'm wondering if the injection pump is lubricated with engine oil and if maybe the problem with the oil leaks and high oil consumption is a stuck relieve valve for the oil pump that is blowing the seals out? Any advice would be greatly appreciated as I'm getting really frustrated with this machine after spending over $7000 on parts and labour. Everything was done except the injection pump because it runs great. It is a late model and doesn't have a primer pump. I hate having to fix something every 10 hours I use it.
