It can take a lot of turns to bring all the timing marks so they match up due to the different gear sizes, put the engine to TDC compression stroke #1 cylinder, the mark on the crankshaft, camshaft and pump drive will all be in the right place, the idler gear marks can be anywhere,if you have the timing window cover off the pump and look in you will see a large snap ring, that ring fits in a fixed position, there is a mark on the pump rotor that should align with the snap ring, that is the pump timed, for peace of mind remove the idler gear and put it back so the marks align,do not turn the engine with the idler off,if you have a manual see if there is any marks on the flywheel or front pulley as you should not have to take the timing cover off to time the pump.
