That is how they were made. One could not move the hi low while the tractor is moving. you every thing in neutral and stand on both brakes. Other wise stop the engine Then shift from high to low. The trans was disigned in low range the trans was in 1st and third. In high range it was 2nd and 4th. Made for faster dirt moving. Worked very well.Very few people knew this.I was with Case when these were made. only real problem they were ahead of there time and people were used to steering with brakes. We had dry brakes and not designed as steering brakes. You need to turn with the little levers between your knees. You do not need to power turn under a load just bump the short side of the turn back and forth to neutral
