Loosen bolts?

What's the best way to loosen head bolt without popping the head off. Sometimes the pull handle will pop the bolt and sometimes the impact wench will pop it. I've tried Blast-0ff and heat. Which wrench is recommended.
 
I did mine previous winter. Since I had all the time in the world, I soaked each bolt in Marvel Mystery Oil, plenty of it, for a couple weeks before I started the project. Had no troubles removing them with air impact wrench.
 
How does MMO or any other "penetrating oil" do any good if the bolt is horizontal? I can see how it MIGHT seep down the side of threads if the bolt is vertical.....IMHO most penetrating oil is just a "feel good" thing...
 
I thought "head bolt" was in reference to the head. I changed the head gasket, and all the head bolts were vertical, not horizontal.
 
Hmmmmm-yea I drifted off into senior moment land i guess...My brain was saying/thinking Manifold.....
 
I think there's a significant improvement on rusted bolts - especially noticeable if you're trying to wrench by hand rather than impact. I've had nuts and bolts I couldn't turn, but after a few days of soaking with PB, came apart with relative ease.

50/50 solution is the best penetrating oil
who knows, if you got the nuts off and did not break any bolts, you have the best penetrating oil.
to me, heat is the best, but some times you can not use heat.

I would reinstall with new nuts as the old ones after torqueing may have stretched threads.
