My 1948 H had not been run for about a month and when I started it up the other day it would not run evenly it surges up snd down. I rebuilt the carb and cleaned it, that did not help a lot, If I hold the choke half closed it runs great. any suggestions?
 
Sounds like when you rebuilt the carb you missed some dirt/rust when you did so. You need to use a wire or as I use a torch tip cleaner tool to poke out all the passage ways to make sure they are clear. You also as per the manual have o then set the governor to the carb due to having it off the tractor as per what the I-T manual says
 
did you disassemble it and soak it? is the float level set?
how have you adjusted it?
what are the main and mixture screws set at?
it may be as easy as opening the main needle valve. hard to say unless you say what you have done.

If it runs okay with the choke 1/2 out, it is starving for fuel. Did you clean the screen behind the fuel inlet fitting? Is the sediment bowl under the tank clean? Is the shut-off on the sediment bowl open all the way?

It is also quite possible that the needle valve is partially stuck in the seat, even if you installed a brand new needle and seat. Smacking the carburetor with the handle of a large screwdriver will usually convince the needle valve to do its job properly.
 
Same thing on my H, and I had checked everything. Took the sediment bowl out, and I thought it was clean and clear, but inside the bowl inlet I had two little passages that had sediment, blocking flow. Removed the sediment, and all fixed.
