Throttle Problems on M

Starting to work on my grandpa"s M. My uncle was the last one to use it and it has never ran since. We can get it fired up but we can not increase the throttle speed. Linkage is working but I am not sure how these operated. I have never seen a setup quite like this before. This is my first M. Can someone please give me an idea on where to start? serial number that i can read is FBK 48701

On top of the governor is a cover with a steel pipe and 2 screws holding it on. Also need to loosen the pipe nut on the end of the pipe at the head. With the cover removed see if the linkage rod is moving the shaft going to the carburetor when operating the throttle. If its moving, the shaft is probably not connected right on the carburetor end. Remove carburetor and look for a notch that connects with the tang on the shaft from the governor. If its not moving see if the lever on the back of the governor housing is moving when the throttle is. If its moving and the throttle shaft to the caburetor is not. Take the 6 bolt cover off the side of the governor housing and look for a broken spring or something else wrong in there.
