unbolted dist. behind gov.how do I line up gov. slot with dist. notch or does it matter when I am ready to bolt it back on?
 
Yes it matters. If you move any thing you have a 50/50 chance of getting it right or getting it 180 out so yep matters but not hard to fix either. Bolt if on and if it runs your ok if not pull it off turn it 180 and bolt it on
 
And if that doesn't work, turn it another 180 degrees. And if that doesn't work turn it another 180 degrees.

There are 4 ways it can go, only one is right.
 
If the gear fell out that is another matter. Sounds like you have the upright distributor not the lay down one
 
Yes it does matter because you dont know where the rotor was pointed when you removed the dist. Now make sure #1 is on compression and with the plug out you can look and see if the piston is at the top then you can install the dist making sure the rotor is pointed to the wire going to #1. Make a mark on the body of the dist where #1 wire goes that will make it easier to line up the rotor. When engine fires and runs you can move the timing to hear when it sounds best. then it should start great.
 
You're going to have to static time it. Not that big of a deal.

Get the front #1 cylinder up at TDC on the compression stroke. You can do this by taking out the spark plug, hold your thumb over the hole, and slowly turn the engine over with the fan until air whooshes past your thumb. Then shine a flashlight into the hole and turn the engine slowly until the piston is at the very top of its stroke.

Now, take the distributor cap off and rotate the rotor terminal until it is just beneath where the post on the cap marked #1 is.

Now you can put the drive dog back into the distributor so it lines up with the slot, and keeps the rotor terminal under the #1 post on the cap.

Put the spark plug wires back on in the correct order, and the tractor should run. You will probably have to fine tune the timing afterwards.
