What are these cultivator adjustments for? Pics

These are on that cultivator I bought from John B. NE IN.
I thought maybe they had to do with a hiller attachment, since I've never
used one, but there are only two of them.
They currently are not hooked to anything, just have what looks about like
pipe niples protruding downward.
There are no threads visible in the top of them to hook anything to the pipe,
so I don't know how you would run fertilizer or anything else through them,
or what the adjustment would do if that were the purpose.
Just looks like it would re-position the pipe.

Royse,I have never seen anything like that on a cultivator before.I have a Ferguson SKO20 but it doesn't have any thing like that.I may be some after market way to adjust the fender hight quickly rather than removing all the bolts and changing holes to adjust fender hight for different crop heights.
 
Could be Den, the fenders aren't on it, so they may have been attached there.
I wasn't too worried about fenders for my use, but it would make sense that
they are missing and the adjustments aren't hooked to anything.
 
The Dearborn Cultivators had an optional Planter
Assembly that attached to where you show. That is
probably the remnants of one as I have the same
parts but were sawed off. Shame.
 
I think Tim called it right, I've seen some fo these with attachements that let you apply fertilizer when you cultivated, called side dressing". WOudl be really neat to find a couple of those old units
 
Thanks again Tim, from the placement of those pieces they would be about
right to place them in the rows, so planting makes sense.
I suppose the adjustment was for row width?
Looks like between the two you would get about 4 inches of adjustment.
I'll measure the distance between them when the snow and freezing rain lets up.
