I just finished restoring my 661 and I have a new shut off valve under gas tank and gas keeps leaking out of carb. Even if the shut off leaks why would gas keep coming out of the carb? I hope to post some pictures soon.

Many if the new shut offs are from the land of almost right and yep very common problem.

Gas keeps coming out of the carb because your needle valve isn't seating.
Or, the seat does not have a gasket under it or for some other reason is
not making a good seal to the body of the carb.
I agree with old, the new shutoff valves can be junk, but your carb should
still shut the fuel flow off at least in the short term.
I'm assuming the gas is coming out of the carb throat.
If it's leaking from other areas there may be other reasons.

ditto what old and royse said.

you have 2 issues.

1, new shut off valve leaks.

2, float valve leaks.
