Fast idle on new carb

I put a new Zenith carb on my Ford 2000 4 cylinder. The tractor starts immediately but the idle is super fast, in fact, it is so fast that I cannot increase the rpm"s by increasing the throttle.

As far as I can tell, there are only two adjustment screws; one over the bowl which is probably the air mixture and one at the throttle linkage. With both screws seated or both screws way out or a combo of each, the rpm"s do not slow down.

Any advice is appreciated.

You nailed it. Even though I thought the idle screw was nearly out all the way, it turns out it wasn't even close.

I must have made another 20 complete turns to get the butterfly to seat in the throat. From there, I put the carb back on and made the usual back and forth adjustments. The tractor is running smoothly.
