How do you set the govener on a 60? throttle rod from carb to govener?

With the throttle lever all the way forward and the carb throttle plate held wide open, the throttle rod should be a half a hole short of connecting to the throttle plate arm.

I don't understand your question. You asked for the throttle rod (governor to carb) adjustment and that's what I gave you.

I beleive that "half the diameter short" adjustment is supposed to be checked at the governor end of the rod on the 50, 60 and 70.

Think about it. It doesn't make any difference which end of the throttle rod is a half hole short.
