Governor shaft

Need to replace the fan drive gear on a J D 60 governor shaft. The manual shows using a puller , but not much info or details. Does the dist drive lug press on then the fan drive gear press on the gov. shaft? what does the spring do and how does it attach? Thanks , Bill
 
Here is a picture of how JD recommend doing it in a service bulletin.
