Fan shaft pump

I guess I need to find Two Cylinders for Dummies. How can you tell if the fan shaft ventilation pump is working or not.
 
Take a piece of paper or a playing card, remove the filler cap and put the card or paper over the hole. If it sucks down, its working. If not, it will blow it off. Simple, but works.
