JD 1020 3 Point ?????

The 3 point arms on a 1020 JD will not go down. They are solid and all the way up. I am thinking the little arm inside there jumped track. Any suggestions before I tare it down. Or could it be something simple?
 
Under the seat of the tractor, is a lever with a bolt on it. Sometimes when you get on and off the tractor your foot can bump that little lever. That could stop your lift arms from going down. Sometimes if you just bump it a little, they will go down real slow. I have also seen them, where they would not go down at all. It is a very easy fix. This may not be what is wrong, but it easier to check this out before tearing the tractor apart. If you have a problem finding it, I might be able to get you a picture of it. Hope it is this simple, Bob
 
I went out to pick a guys 4020 up for repairs a few years ago, he said "When you get this done I want you to fix the 3pt on my 2030,it goes down so slow it takes all day to lower it",,he had been mowing with it near the barn so I went over to it,it had a 7ft 3pt mower on it, I raised it up and he said "OOHH No I want to mow with it today"...I loosed the rate of drop screw and it went right down,,he said "I'll be darned I've been using it like that since I bought it 2 years ago"
