520 Power Steering Pump

Using the great information from this site, I re-built my 520 power steering pump. I used a brand new fan shaft, installed new bushings, new seals, two on each end "back to back". The pump works great, but still leaks on the front end, fan side. I am using the John Deere power steering fluid for tractors built before 1960. I was clean and careful with the seals. What would you try next? I cannot stand a leak.
 
I use my press and try to carefully push the seals into place. Seals today are so flimsy they can can distort easy and this seems worse for me when I try and drive them into place. This may or may not be an issue here ? I also clean off the outsides of the seals and put a hardening type of sealer on them so as they don't get backed out with some back pressure.
I also cover the splines with an old microfiche card to protect the seal lips as I slide it together.
