I don't think it is a wrench because both ends are the same size. Maybe something used to take up slack in leather straping ? Sooner or later these things seem to get solved by someone. I guess there is no writing or numbers on it.
 
I'm going to say it's not a tool but a bar that goes between 2 shafts that rock back and forth. Maybe like for the valves on a steam engine or the shoe on a combine or thrasher.
 
Depending on if those two points are sharp or round,(can't tell from the picture) might be some type of splitting tool for woodworking. Seen a lot of stuff but never one of them.
 
I am going to agree with the dr. It could be used to tighten belting, leather or other material like webbing straps. my 2cents.
