I have done a bit of electrical wiring. I understand using light wire is no way to save money, (I always go one grade heavier than recommended) but do underground wires run cooler than those which run through buildings or are strung from poles?

What you are talking about is called ambient temperature in the code book. Overhead wires will run cooler than those buried in insulation if, for no other reason the air circulation allows the heat to dissipate. IMHO wires in the earth (appproximately 52*) would have the lowest ambient temperature, but I do not see anywhere in the code that reflects this. I do know there is a table for wires running in conduit over the top of a roof, and the city and the distance above the roof dictate how much you deduct the ampacity of each wire.
