Help with Budgit 1/2T hoist!

We just got in this fantastic antique at work, a Budgit model 151, 1/2T electric chain hoist. It uses a flat chain like a motorcycle, rather than a link chain such as modern hoists and chainfalls use.

We replaced the start cap, and with it laying on the bench we were able to make it run in both directions. When we hung it up to lube the chain, however, it started in one direction, then quit working. Now it won't work at all, even to hum, in any orientation.

I'd love to tear into the motor, but since it was brought in by one of the shop guys, the boss doesn't want us working on it on company time. He was kind enough to allow me to burn a couple off hours today to rewire the main lead and direction switch, but I'm still not getting voltage at the cap or switch. There's a relay that is triggered by a centrifugal assembly to switch out the start cap after the motor spins up, but I can't get it out without removing the motor's endbell.

Oh really? Why is that? And why is it that this forum is dedicated to older machines that have no modern safety devices, or that it is visited by those of us who regularly use and maintain these old, dangerous machines?
