Case 580 CK Swing Cylinder Flow Restrictor valve?

I have a Case 580 CK loader backhoe. I am replacing the swing cylinder seals and trunion bushings.I have removed the hydraulic lines to the cylinders. Each swing cylinder has a 90 degree elbow where the hydraulic line connects. When that elbow is removed there is a flow restrictor that is sitting in the cylinder[it comes out easily]. Looking at the restrictor from one cylinder it appears that it is a bit mushroomed from moving in the seat. I am wondering if the elbow that has an adjustable lock nut should be set tight against the flow restrictor or should there be some clearance to allow it to "float". I have a service manual but it has no information on the backhoe only the tractor.
