No, the early VAC had an arm like that also. The easy way to spot a VC is to see if the intake and exhaust go through the hood. They go around under the hood on the VAC.
 
I think the early VAC's had the steering arm that wrapped around the grill?

That is a second half of 1943, first half of 1944 VAC because the side panels are ribbed. First year of production the side panels are flat. It is a rarer version of the VA series for sure.
