Power Steering Question

I own a old ( guessing 1965 )Case 530 CK backhoe. I noticed the front wheels seem to have a fair amount of play when driving over rough areas. With the front wheels off the ground ( engine running ) the front wheels seem to have about 1" of of play if you rock them from side to side. The play seems to be in the power steering hydraulic cylinder. Wheel bearings & ball joints seem to be OK. Can these cylinders be rebuilt / repaired or do you think the problem may be eleswhere ? Thanks for any and all suggestions.
 
I have rebuilt the cylinders many times on 530/580's and had this be the problem, seal kits are still available from Case easy to install i only remove the rod end to do this repair, look closely at you rods too as many times these need replace also, I also use only Hy-Tran fluid in these power steering systems make the seals last much longer cnt
