more power from a Massey 55 diesel

I need a bit more power or RPM out of the stock engine, the tractor finishes well from 5000 lb through 7000 lb classes but runs out of power in second gear.

The engine seems to have a lot of potential, it is fresh and the pump was rebuilt stock last summer, it runs very smooth and clean just looking for more of the same. I am new to diesels so any advice would be appreciated.

Which pump does it have, the American Bosch PSB rotary, or the inline pump?

Roosa master, this is a JD 403 out of a 1970's(?)military air compressor.

Pump needs some internal changes to get more fuel out of it. Do you have heavy black smoke when under load, or is exhaust a light haze?

no heavy black smoke, pretty clean for a diesel.
