compression after rebuild super C

I just got my super C back together. I did a complete motor job, punched it out to 3.25. I ran the motor to heat it up then retorqued the head down. I did a compression test and got about 115 in cylinder 4,2 and 1 in 3 I only got 60#. My gasket isn"t leaking on the outside and I had my head tested. What could be the reason for the lack of compression. Hopefully they need to seat or something. Please help
 
Do a cyl leak down test, it will tell you if it is the valves or rings.Listen to the exhaust, carb, or crankcase breather you will hear the air leaking by. Bring that cyl to top dead center both valves closed. Apply controlled air (30--100 PSI ) using a air line pressure regulator. You can make a air adapter out of a old spark plug, weld in a hose adapter.Any question email is open. Earl
 
I checked them kind of quickly, That could be it, I would loose pressure if a valve didn't seat all the way (too tight) wouldn't I? If I tightened the head it would put more pressure on the rocker, that makes sense. Thanks. I think I am going to try the air pressure test too.
