Just obtained this engine. Serial # makes it a 1916. Have it pretty much figured out except for one thing - there is a small (1/8") tube that runs from the intake (just downstream from where the carb bolts on) to the head just above the intake valve. It has a needle valve on it where it enters the head above the valve.

What is the purpose of this???
 
That is for the water injection when it was to be ran with kerosene. I just leave mine closed on my 6hp Z since I just run regular gas in mine.
 
OK...Am I correct in assuming it robs some of the cooling water from the hopper (water jacket in head)? I haven't had the head off, or it would probably be apparent. And the reason for water injection if running kerosene is? A bit of extra cooling for cylinder or perhaps to raise the compression a bit to detonate the kero?

No. Kerosene is very low octane, the water prevents pre-ignition (detonation/pinging). Low compression is required when using kerosene in a spark ignition engine.
