The lift on my WD45 is stuck in the up position and will not drop. Could this be anything other than a problem with the control valve?

Since the lift cylinders are apt to creep up on their own, and are forced fully up when using a loader, or remote, they can tend to stick in that position. This is unfortunate because it leaves the pistons exposed to grit and moisture.
I have seen them stuck to where you had to get right up and jump on them to break them loose.
Usually if you observe the hoses as you go from lift to lower, you can see the hoses stiffen, jump, relax, etc. That should then help you eliminate, or confirm the hold control valve as the problem.

Is that with something on it or empty?? You do know it is gravity down power up. That all said it you have something on it like on a 3 point make sure it is not hanging some place I have had that happen. Now if it is something else try loosening the hyd hose to the cylinder a little and that will tell you if it is the cylinder or the control

The arms are stuck with no implements attached. I tried jumping on them. I will lossen the hoses to see if they leak down.

If you look close on the control where the rod goes to the control there is a small knob if it is closed all the way that maybe where your problem is.
