135 diesel speed adjustment

Our 135 diesel was set many years ago to idle very low and not rev very high. We had some work done to it and the mechanic set the idle speed properly, but it will not rev past about 1500 rpm. Is there any adjustment other than the stop screws? I am thinking we may have to re-index the throttle rod. Any help would be appreciated.
 
There are two adjustment screws on the top cover of the injection pump, one for idle and one for top rpms. There may be an aluminum cover over the top rpm adjustment held on by wire. the ajustments have jam nuts so I don"t bother putting the aluminum cover on mine. The aluminum cover was put there to prevent adjustment I suppose Just don"t turn it so high to harm the engine.
