MF 165 hydraulic position control arm linkage

I have a MF 165 that the hydraulics never worked on. I pulled the cover and replaced the pump. The position control lever is hard to move from the up and down position. When moving the lever the control arm only moves a little in one direction. The draft control lever seems to work well. It moves the control arm in both directions and easy to move. Any ideas on this matter would be greatly appreciated. I checked the cam rollers also and the arm seems to be in the right place. Here is a few photos as well.

It only needs to move a little to work, but there are complicated settings in there that require special tools so be careful!. Some of the I&T manuals give instructions on how to make the tools and also give the settings.
By the way are you sure you needed a pump? sometimes a stuck control valve is the problem if the pump completely refuses to work.Even a well worn pump will operate the linkage but maybe not lift a heavy implement. Also the draft lever has to be fully in the up position for the position to work and the position has to be near the up position for the draft lever to work.

I have the I & T manual and set the linkages but the position control lever just don't feel right. The direction it moves doesn't seem though it is enough to move the control arm. I went ahead and replaced the pump because were somebody had the lift cover off before they broke the control arm off so it had been a very long time since the hydraulics worked and I didn't wont to take a chance when I got it back together that it didn't work properly.
 
I checked the control arm and it moves towards the rear of tractor when position control arm is moved to the down position. When I bring it back up the control arm goes back to a neutral position. The control arm never goes to the forward position.
 
If you move the lift arms to different positions it does change the movement of the control arm. Usually the settings are done at fully raised position.
