Hiller with 4 stroke

I picked up a Hiller a couple of years ago that is different than all the others I have seen. Most had the 2 stroke engine under the seat area. My frame looks factory and is set up for a Briggs type engine. I put one in however I cant figure out correct gearing and clutch set up. I used a go cart clutch with the lowest gearing I can set up it is too fast and not much power. Any help or ideas how to fix this. Thanks Mike
