should the cam shaft and crankshaft gear be in oil

I know it is a dumb question but want to make sure. I am ready to put the engine together and making sure all the oil passages are clear.
 
There's a slinger on the 35's that coats both gears and govenor. I read in the manual that unless the cam hole is clear then the govenor will not work.
 
I was taught to use 'pre assembly lube' when putting this all back together. I guess it stays put and keeps the surfaces safe till the engine oil washes it away... which means the motor runs... which is a good thing...
 
Prelube being either white grease or even vaseline. I fill the oil pump with either one to induce suction when first firing an engine at the least. Either one will wash away with the initial running of your engine and not plug anything up in the process.
