What does the ceramic resistor do in the electrical system ? Is it needed ? Does it make a difference if its a 12 volt system ?
 
Only needed on 12v systems. Not needed on 6v systems. It reduces voltage to coil and points from 12v to about 8v. NOTe that some (which meand not all) 12v ignition coils are INTERNAL resisted. Usualy labeled as such somewhere on the coil but not necessarily so. Internally resisted coils do not need an external balast resistor.
 
SIDE note:
If resistor has failed then simply bypass the risistor for TEMORARY OR EMERGENCY operation of the vehicle. IT won't hurt anything. LONG term use without a resistor will cause premature points burning.
 
If you have a OEM 6V coil then you"ll need a resistor IF you have a 12V system.
A 6V coil has ~1.6 ohms resistance and a real 12v coil, has a ~3.2 ohms resistance.If you have a VOM you can check this out and use a resistor accordingly.
