hay /pasture ground winter fertilizing

While the salts in it melt down some, it generally isn't a good idea because the fertilizer is more likely to flow off the ground with snowmelt, can't soak into the frozen ground for a long time.

I don't think I would put it on over snow. It will dissolve into the snow if you do. It would be a lot better if it was put on directly on the ground. That way it dissolves directly into the ground and not the snow.
 
When I worked for a coop we did thousands of acres over the years. Just phosphate and potash, no nitrogen. I see they are still doing it,
