sweep vs rotary cultivator

I plant a little garden every year and usually cultivate the 3' spaced rows with a 2' wide L model gravely with toolbar and sweep cultivators on it. this year I have picked up the rotary cultivator attachment for it instead. I cultivated today and was wondering if the rotary cultivator is going to pulverize the soil up and ruin my garden tilth by the end of the year. wondering if I should stick with the sweeps. The soil conditions are heavy clay soil that I keep trying to add leaves and lime to every fall to break it up. in the past I have found that over working it or working it when it is wet will cause it to set up like a parking lot.

I have heavy clay in a small spot by my house that my wife uses , she normally tills with the troybuilt then works the row up with the plow mule ,
 
So I am watching the weeds come back and they look like there is more than before I cultivated. I think the rotary cultivator stirs up more weed seeds than what it kills. I am going to put the old style cultivator back on for cultivation. but i will keep and use the rotary cultivator for working up a nice seedbed after I plow
 
I plant my rows 6ft apart and use a garden tractor to go between the rows with a tiller behind.The trick to cultivating with a tiller is to till only about 1 or 2 inches deep it gets all the weeds but doesn't tear up the soil or the vegetable plants roots
