used a sikle bar mower to cut the clover that was badly lodged,,the hay is all baled off,, but golly there is a lot of stemmies left,, the young new plant is thriving along ,, I was thinkin that I need to recut and bale the stemmies off,, but I don't think the new growth is limited from having stemies to compete with ,,kinda thinkin it best to leave alone and build the soil and hold the ground on the clay ground moderate slope ,,. is there fertilizer value in stemmies ?? ..

Sure, decomposed plant matter. I got a lot of stems cutting my over ripe orchard/timothy that was badly lodged also.
I think it's hard to avoid that when you cut with any kind of sickle mower.

Leave it alone. Going in and cutting "again" will waste time and fuel and you won't end up with anything. Plus, the extra wheel traffic will damage the young tender regrowth.
Just don't look at it for a couple weeks. By then you won't even be able to see the stems. The soil microbes are going to love you for leaving them something to eat. The REAL secret to good hay and pasture production is to "take some and leave some". You just did that.
