I also had a large vole issue. It was bad enough I was destroying a mower sickle every time I mowed that 14 acre field. I"m assuming this is on a section of pasture. here"s what I"ve tried over the years. I first tried bull snakes. but they are about 100 bucks each through the mail so that was too expensive. Next I built barn owl houses because barn owls eat twice there weight every night in rodents such as voles. No birds moved in, so that didn"t work. Finally I hooked up a 7 shank chisel plow with spikes and a mounted harrow and dug that field deep and fast. I went from hundreds of vole mounds on a 14 acre field down to 4 or 5. basically you can trap, blow up with propane, poison, release owls or snakes or finally deep tillage. I do not have the time to babysit traps or preditors so deep tillage was my answer.
 
i use a product called mole notts. most lawn and garden centers have it. but a teaspoon down each hole. kills gophers too. hers a link
