Winter Wheat germination

Hardly any winter wheat around here emerged last fall (too dry). About half my field germinated back in Nov. went dormant and is now growing. The other half seems to have started germination (either late nov. or sometime over the winter). When I check the rows I find seeds that have about an 1/8th inch of root.
Are they alive still??? (obviously I'll know in a few weeks if it ever rains/snows)
No moisture in the top 2 inches of soil, seed depth is about 1-1 1/2 inch. Had a bit of moisture over the winter, but none for about 2 weeks.
 
Thats a tuff call, if you have it insured I would give it a couple of weeks and call your agent, let them make the call. If its that dry there, and I am not disputing your word, whats it going to hurt letting it grow, I guess what I am asking is what else could you plant there in its place.
 
I took a few seeds from the furrow and put them in a pot on the counter at home. Been there three days, we'll see what happens. If they are still going to sprout they should do ok now, got about 3/10th of rain/snow last night. That will at least get them sprouted and I'll know they are still alive.
