i usually wait until most of the stalks are bent over (you'll never get them all bent over), then i lift them and leave them to dry before bringing them in. we've got an old single bed frame with 1/2 inch square mesh on, works great, keeps them off the ground and allows the air around them.
 
I thought you were supposed to wait until the tops died. Most of mine are stiull green, even though a few are bent over.

IF the tops are dry and brown you should pull them because when the tops are bent over and dry,and if we get rain water goes in the neck of the onion,and may cause it to start spoilage
