AC or Oxnard hitch

This is on my 53 WD Allis. Heard it might be a Oxnard hitch. Come on a AC mounted lister I purchase 30 years ago. Thanks

In our area we call it a community hitch. When you want to put that pos on you have to invite a group of folks to help.
 
If you have experience with one can you explain what it is, how it works, and why it's used? I've never seen one before and don't understand the point of it. Does look like a more than one man job though.

Are the arms that hang down from the tractor frame mounted on a bushing, allowing for movement? I would think they would have to be. I'm assuming it's hooked to the drawbar hitch point for possible "traction booster" action? Even if weight transfer is not the goal, there's going to be some movement of the whole hitch as the drawbar hitch point is spring loaded(to afford it the "traction booster" action.
 
Hard to tell without seeing the rear and a picture of the planter. Here is a pic of my Oxnard hitch that goes with my Oxnard vegetable cultivators.

It is similar to a 3pt, but no side to side motion and no swivel balls. The toplink mount is not on in this pic, but you can see one of the brackets to the right of the seat spring..

Will try and get out in the weeds and take a picture of the hitch on lister I got. It lets the traction booster work plus can leave the drawbar on. Have to loosen the hold down clamp over drawbar though.
