I also agree that it looks like a Mccormick 10-20, with a funky track attachment.

The 10-20 was from the 1920's, just before the farmall regular was introduced I think.
 
I'm kind of inclined to agree just because it has a single track roller instead of several,but with that said,I went through the Encyclopedia of Farm Tractors,and with several pictures of Bates Steel Mules,there aren't any that look quite like that.
All of them in the book drive from the rear wheel and use one roller and one idler.
It really looks more like an International 15-30 Gear Drive with an aftermarket track kit. Steering column and all look like a Gear Drive.
Acme had one that drove like that,but the rest of the tractor doesn't look right.
 
loks like a fordson to me i know they had a track and ski conversion for the model t so maybe someone put the track conversion on it just my guess
 
It's a 10-20, the W30's, 15-30 and 22-36's had larger fuel tanks with flat sided. Can't coment on the track conversion.

Tom, the 15-30 Fuel tank was much higher than the cylinderical Gas tank and had two caps one for kerosene and one for water.
