cockshutt 30 oil flow

I have a Cockshutt 30 that has no oil on the top end. I cannot figure out how the oil is supposed to get to the upper end. I pulled the rocker shaft off and found a bolt with a notch in it in the rear most hole of the rocker shaft. I have seen a similiar situation on older deere engines. I find a passage drilled in the head that goes to the left side right above the rear spark plug. The problem is that the hole goes clean through the head and is open to the outside. I am unsure if there is a line that provides oil from another source that gets plugged into that hole or where the oil comes from. I find a tee at the lower end of the block that goes to the oil filter and the other side of the filter goes to the block by the oil fill. The other side of the said tee goes up and back to the oil pressure gauge. I am unsure if this line was routed wrong or what is going on. The other confusing thing is that the hole in the side of the head does not appear to have threads in it. Can anybody shed any light on what i may have going on here? Apparantly whoever restored this thing years ago messed something up. If anybody out there has any insight, I would be curoius about where I could get parts if I need something special. Thanks.
 
The oil for the rockers is fed thru the rear rocker arm mounting stud, it has a groove in it that must be lined up with the oil galley in the head, very common problem with the Buda engine if it has been worked on.
