4320 john deere power steeering

We have a 4320 John Deere showing 7500 hours. The power steering will not work when we start it until the foot clutch is released. Any suggestions?
 
There is a check valve(s) that prevent oil stored in the front oil cooler and storage tank if so equipped. From running back to the transmission sump when the engine is off or clutch pedal pushed.
The cooler and tank store oil to feed the front high pressure pump after startup or for brief moments when the clutch is pushed.
That's why equipment such as loaders or hydraulic motors must have the return line plumbed back directly to an optional ported trans oil filter housing.
Time to go through the parts book and find the check valves.
