Been there a long time.
An air compressor. The radiator was constructed of heavy, finned copper tubes that bolted on in individual sections. If you had a leak, you just repaired or
replaced the affected section without removing the entire radiator.
This one must have sprung one heck of a leak and they are all off and to the radiator shop to be fixed(?).
