Looks like a 'Variac.' Essentially an adjustable transformer that can give you anywhere from 1:1 output (120VAC in, 120 VAC out) down to anything less, even zero.
 
Ok, are there any practical uses for one? I am certainly not an electrician but I do think the guy that had the stuff was once upon a time. Thanks, Mike
 
Of course there are many practical applications. When I was in high school & college, I experimented with electronics a lot. Being able to control voltages was an important part of my experiments. Another use is to bring up the voltage very slowly on vintage electronics. The capacitors on vintage electronics power supplies will short if voltages is applied too high too fast being inactive for a long period of time.
 
Looks like a resistance soldering unit to me. Hopefully you will find a couple leads or an alligator type tool with two leads in the pile. Starter shops use them for the heavy soldering jobs. I would love to have a complete unit.
 
I have seen people cut thick sheets of Styrofoam with a nichrome wire and a power source set up like a table saw. No foam dust, it just melts its way through. The heat would be adjustable by the dial.
 
Dave, You have it correct (it's a Variac) and you could add that it will also raise the voltage to 150 VAC as marked on the dial, that's assuming it input is not zero.
