John Deere LI Throttle

I recently bought a John Deere LI with a foot throttle. It also has a lever throttle but it is not connected and will not move. Only the foot throttle works. Should both be working? If so, does anyone know the proper connections at the engine?
 
A throttle should be connected to the governor spring to work properly. The spring will open the throttle shaft and
the governor should try to close it and when the two are equalized then you will get your engine speed.

I suppose I need to clarify my question or maybe Im not sure of your reply.
The way I understand your reply, the cable needs to be connected to the governor. The foot throttle is connected there and working properly. The hand throttle is located in the correct position in front of the driver as well but not connected to the governor.. Its not connected to anything. Can it be connected as well as the foot throttle or is it an either/or situation. Do I have to choose a foot or hand option instead of both being functional. Thanks!
 
From what I have read the hand throttle is first and foot is to overide the speed the hand is set for, but foot will not let speed go slower than hand is set for. Not just the LI that is a rare tractor but for all tractors with the foot throtle. There is a foot throttle kit or was made to fit the N series Ford tractors and the wat lit talked that is the way they operate.

So, it should be working like any other late model tractor. The foot is just an override. Interesting.... Now to figure out how to link both. The search continues! 😀
