Going by the front steering position, that could be a Burrell, made at Thetford in
Norfolk, England.

The man who now runs the Weeting Steam Engine, near Brandon on the border between
Norfolk and Suffolk once told me that his grandfather bought one brand new, back in the
1800's and drove it home from the factory, about 15 miles after just being shown how to
run it.
 
On page 11 of Floyd Clymers album of historical steam traction engines it shows the posted picture.

St Ives is a town in Cornwall England.

Note that the connection to the rear wheels is similar for right and left (probably offset by 90 degrees.
 
You learn something every day, I had never heard of the Fowell engine before, the other I knew off with front steering was one made by Savage of Kings Lynn who made fairground swings and carousels all powered by their own steam engines.
It seems Fowell made at least 4 versions according to this link.

The four wheel drive steam engines would have been something to see in action too.

Looks to also be a chain drive behind the wheel.

Bet that was comfy warm seat in the winter, at least on the backside!

Must have taken 2 operators, a driver and a fireman.
