I'm spectulating here. That looks to me to be about the size of modern day lawn tractors. I'm guessing that farms were much smaller in Europe than they were here in that time frame, thus the tractor would be replacing one horse or mule in order to mechanize the farm. It seems odd to have frames on both fenders for passengers, I wonder if you made something similar for our old tractors if that would pass as a seat for tractor rides and shows that only allow riders if they have a seat?
 
There were many small farms in Europe during the 60's and 70's. I remember my first trips to Europe in the early 70's and only saw this type of small tractor with a side mounted mower.

I worked with Claas, at the factory, over a period of five years and a lot of the workforce would be bussed in at about 6 am, would work through to 3 pm then go home and work on their own small farms. Farm size was decreasing due to the laws of heritage which said every member of the family had a right to a piece of the family estate.

They were also used as transport for shopping etc. hence the seating on the tractor wings.
 


Super99, driving in the Cotswolds in England and riding in the TGV across northern France 20 years ago it was very apparent that the same had happened there as here, that many small farms had been swallowed up by larger ones.
