3 point hydraulics

When I start the tractor the 3 point hitch immediately raises to the upper limit even with the raise/lower lever in the lower position.
Nothing can be done to lower the 3 point and this is with a rotary mower attached.
I am guessing a faulty valve somewhere.
Ideas?
I best explain, this is a JD 4010 diesel tractor

that's my guess but you might want to post that in the Deere section. Some good mechanics over there.

Have you tried change position oh L/D lever under seat? For optimum rotary cutter operation ever should be in position "D". It's the 3 pt control cable or linkage has seized from dirt/rust & valve control arm isn't moving when handle on dash is moved.

I should have asked if your 4010 is a compact utility or Rowcrop. My previous reply pertained to a rowcrop model.

I will check that out. Not sure what is meant by L/D lever but the "arm" that the raise/lower cable attaches to doesn't seem to move.
I will have to wait a few days to look at it as it is 10 degrees today
