Ford 1920 clutch problem

I have a ford model 1920 . I had to split the tractor to work on the transmission,while I had it in half I decided to replace the 2 stage clutch and assembly in hopes it makes it until I am to old to care . I installed it and the manual says to torque the 6 bolts to 16-20 lbs. ft. when I try to torque the 6 bolts to what they call for they bottom out before they get to torque. Can someone help me ?

Were the bolts replaced? If so were they Metric or US. Length and thread pitch are different. Or was parts bead blasted and beads got packed in holes?
 
Not real sure what I'm seeing, but they look to be too long.

Are they the original bolts?

Is the new clutch casting the same height as the original?
 
They are new bolts but the same length as the original ones and the clutch casting is the exact same as the old one. I did have the flywheel turned down but I can?t believe he took that much material. I?m not sure what the width of the flywheel is supposed to be.its really got me baffled cause I thought it would just bolt up and adjust and I?d have my tractor back

I am not sure what the original width of the flywheel should be. I figured it would just bolt right up and adjust it?s got me baffled.

The parts catalog shows the bolts as 80MM long.

It isn't real clear as to serial number breaks, but seems to show that .070" thick flatwashers are used on at least three of the bolts in certain applications along with lockwashers on all 6.

Did you check with the machinist, a good one would have had official figures at hand as to the wear limits making a flywheel unsuitable for re-use and would have logged the original measurement and how much metal he removed.

In the lower photo it looks like at least two ring gear teeth are mangled and possibly the ring gear has been shoved forwards by the bolt.

I will check the bolt length tonight and see if machinist took
dimensions. When I originally tried to torque the bolts I didn?t realize
they were bottoming out on the teeth but stopped as soon as I
noticed it . I just figured it would bolt right up .

Bolts are 80mm long
