John Deere 60 gas tank line

I have a 1955 John Deere 60 that has a metal line plumbed in the bottom of the fuel tank that I m trying to figure out what it is. My tank has a threaded hole for the sediment bowl to screw into then closer to the front of the tank there s a metal line on the bottom of the fuel tank heading towards the radiator. The metal line is cut off and not leaking any fuel. Does anyone know what this line is or is for??
 
It's the gas tank vent.

There's vertical a pipe inside the tank that extends nearly to the top, above the level of the gasoline.

Is the end of the line supposed to go into something?? It looks as if the line was cut.
 
The setup varies some by serial number and fuel type, here's one version, line #12 connects to line #13, which (IIRC) runs downward around the fan and ends low down, by the bottom of the radiator.

IIRC, one line is swedged and the other line fits into it where they connect.
